How to get a TIE in Spain as a student

Step 1 — pay the fee before booking, not after

Fee 790, code 012, is paid on the police website before your visit, not on the day of the appointment — you need to print the receipt and bring it with you on paper. For a first-time card the amount is currently €16.08; for a renewal it's €19.30. A forgotten or unpaid receipt is one of the most common reasons an appointment falls through and you have to book again.

Step 2 — book an appointment (cita previa)

Booking is done through the sede.administracionespublicas.gob.es portal, in the ICP Plus section: you choose your province, then the procedure — it's usually called "Policía — Toma de Huellas (Expedición de Tarjeta) Inicial" or something similar, but the exact wording can vary slightly from province to province, so go by the list of procedures in your region. Then you choose a specific office and a convenient date.

The most frustrating part here is the booking system itself. In big cities like Madrid and Barcelona, free slots disappear within minutes of being released — and this isn't a rare occurrence but a systemic feature that most applicants run into. According to unofficial observations, slots tend to appear on certain weekday mornings, but no one can promise an exact schedule for a specific city — it changes. In smaller cities booking is usually easier, but that's no guarantee either.

The one-month deadline — what exactly it applies to

Formally, the law requires you to apply for the TIE within one month of entering Spain — that is, to book and attend the appointment, not to have the finished card in hand: the card itself inevitably takes longer. A separate practical question is what to do if not a single free slot appeared during the whole month because the booking system was overloaded. The regulation contains no official written allowance for this case, but in the experience of lawyers and consultants who handle such cases, the authorities in practice don't penalise applicants for the unavailability of their own booking system — provided you can show good-faith attempts to book (for example, screenshots with dates when there were no free slots). This isn't a cast-iron guarantee, it's practice, so keep evidence of your attempts just in case.

Step 3 — the appointment itself: fingerprints and documents

To the appointment you bring your passport with all its stamps (including the visa), the decision granting your stay permit, a completed EX-17 form, the paid fee receipt, the appointment confirmation, a photo and a recent certificate of registration at your address (empadronamiento) — an outdated certificate may not be accepted. On site they'll take your fingerprints and a digital photo, and in return give you a resguardo — a temporary receipt confirming that your application has been submitted.

The resguardo confirms that the process is under way, and you can show it for most everyday purposes — registration, some banking procedures, proving your status to an employer if your visa allows you to work. But it doesn't replace the card for international travel — you can't cross a border with it instead of a TIE, and if you need to leave the country before getting the card, check with the police in advance about a separate return authorisation.

Step 4 — collecting the finished card

Making the card usually takes several weeks — estimates range from 20 to 45 working days. In some provinces you need a separate second appointment to collect the finished card; in others you can pick it up without one — check the procedure at your own office rather than relying on the experience of friends from another city.
